8% should be the right answer

the question shall not be about minimum % but about Maximum % of oxygen maintained in the inerted tank. The right answer is 5 %. 8% is safe limit to keep the atmosphere in the tank safe in case tank sucks atmospheric air due to vacuum in the tank.
